According to Delmanto, [1] proper political crimes "only harm or endanger the political organization," whereas improper ones "also offend other interests besides the political organization." Or, according to Acquaviva:[2] "The proper political crime aims to subvert only the established political order, without affecting other state assets or individual assets; the improper political crime also aims to harm individual legal assets and others besides state security."
The International Tribunal condemned Brazil for the crimes in the Paraguayan Guerrilla War, the STF did not agree.
